“The one thing we don’t want to have happen is no prohibition in place, have an applicant sign a lease or invest in some way, and then have us then decide that we don’t want to do,” Hucker said. “It could be considered a taking. To unwind it after we’ve let the horse out of the barn is a lot more difficult than to stop and take whatever time might be necessary.”
