A memo from Allison Laff, deputy director of the city’s Transportation, Engineering and Development department, said when the council amended the city code Aug. 18 to allow dispensaries, all other cannabis business regulated by the state remained prohibited in the city, including craft growers, infusing facilities, transportation companies and adult-use cultivation centers.
